1. Start a new game with a Bounty Hunter character
2. Choose Special Ability - Set Special Snare
3. Place the pointer at the range of the fireball from your Bounty Hunter

Bounty Hunter will attempt to come to the place where you requested and then will attempt to set the trap there.

Bounty Hunter will throw the Special Snare to the place where you requested.

Internal report #33906 (#33907 for SoD as that is also affected)

The expected behavior is the one from BG2:EE and originally from BG2, where the Bounty Hunter kit first appeared. For some reason, in BG:EE Bounty Hunter's special snares can't be throwable and should be set manually by the character walking to the place first. The mere fact the behavior is inconsistent between BG2:EE and BG:EE can can confirm it's a bug.
This is mentioned quite often in the community, the "throwing" of special snares is regarded as a feature of this kit: https://forums.beamdog.com/discussion/17855/please-stop-fixing-questionable-bg2-related-things, https://forums.beamdog.com/discussion/40608/whats-the-best-thief-kit, https://forums.beamdog.com/discussion/61738/bounty-hunter, https://forums.beamdog.com/discussion/61347/bounty-hunters-wanted
