Maps using palette-based TIS files for background graphics should not display visual artifacts

Description

  1. Unpack the attached zip file AR4000.zip into the BG2 override folder.
  2. Start a new ToB game with the Abdel pregen.
  3. Move the character around the map and scroll the area around to make the artifacts visible. Not all regions are affected equally strong.

Observed

The map background displays many visual artifacts around the tile borders as shown in the attached screenshot.

Expected

The map should be rendered without producing visual artifacts.

Notes

The majority of mods are still using palette-based TIS files.
